Haven't noticed this particular product yet, but I use something similar from my superglue brand, it is a fine sand like powder that you add to regular superglue. It hardens instantly, great for reinforcing glue joints from inside the fuselage halves for example. This is probably the same just with a fancy packaging and multicolored powder (which you absolutely don't need because you paint your model anyway)
