Personal interest:
The Kuwaiti Air Force replaced their Mirage F.1CK fighters with the F-18CK immediately following Operation Desert Storm. The Kuwaitis kept this aircraft on alert in the event of an Iraqi airstrike, but they did not participate in the Combat Air Patrols of Operation Southern Watch so as not to unnecessarily provoke the Iraqis.
