I guess in photo 1 for the loaded wheels, the metal rod is first glued to the rubber wheel around the hole in the rubber wheel, and then pushed inwards through the hole in the plastic part, deforming the rubber tyre, and then I guess adding superglue to fix the metal pin in place with (hopefully) the deformed wheel still in same deformed shape. Otherwise, I don't think I understood the explanation there in the text.

It doesn't matter from where you start. Nothing is glued except the wheel on the rim. Just fold the rod at the ends.
