Personal interest:
Iraq had a history of manufacturing ballistic missile warheads that dispense chemical weapons since the Iran-Iraq War. Because it was unclear if Iraq intended to use these weapons of mass destruction on coalition forces or Shi'ite rebels, the UN expanded the no-fly zone to a no-drive zone in which the mobile rockets were forbidden. If these weapons entered the no-drive zone, they were subject to airstrikes flown out of Kuwait's Al-Jaber airbase.
